Bug
Esri basemaps cannot be added to a custom basemap group when the language setting is set to 'German - Deutsch' and the number and date format is set to 'Österreich - Austria'; 'Share basemaps' does no action (Kubernetes).

This is to be fixed as part of the release of ArcGIS Enterprise 11.4.Workaround
When English or the number and date format is set to 'Deutschland - Germany' or 'Schweiz - Switzerland', Esri basemap is applied.
