Bug
Esri basemaps cannot be added to a custom basemap group when the language setting is set to 'German - Deutsch' and Number/Date-Format is set to 'Österreich - Austria'. 'Share Basemaps' does no action.

This is to be fixed as part of the release of ArcGIS Enterprise 11.4.Workaround
To configure this, change Number/Date to Germany or Switzerland, and it is possible to apply the language setting. Change to Austria, or change the language back to English.
