Additional Information
Bad geometry is the reason for the data not drawing. It is recommended to run the Check Geometry geoprocessing tool in ArcGIS Pro to help identify the features causing the issue. Repair Geometry can be used to fix the data.Workaround
Use ArcMap 10.6 or ArcGIS Pro 3.1.
