Error 999999 message encountered when using arcpy.CopyRows_management with input set to a locally stored .csv file containing 600,000+rows, and output set to .dbf in local folder.

Unable to reproduce.

Workaround

Copy input table as a geodatabase table (output destination is .gdb without file extension), or as a .csv file in a folder directory. User end-goal is to convert XY table to point, the workaround is to use the .csv file as an input for the XYTableToPoint, and skip using the CopyRows as an intermediate processing step.
