Additional Information
When subtype group layers or layers with definition queries exist on the map, evaluating attribute rules incorrectly builds a selection set when there are not any. This results in the call to evaluate failure and a server logs the severe error, "DeserializeEvaluateParams". This issue is addressed in ArcGIS Pro 3.1.Workaround
