Error 999999 is returned if StageService_server is run outside of ArcGIS Pro user interface after importing a .mxd file to an ArcGIS Pro project before the .aprx file is saved.

Additional Information

This is a technical limitation. The user has to save the .aprx file before trying to stage the service.

Workaround

Before attempting to stage the service, save the .aprx file after importing the .mxd file.
