This issue is addressed in ArcGIS Pro 3.3.3 and 3.4.Workaround
Downgrade to ArcGIS Pro 3.0.3 or 3.1.0 to use the Xml file output type. In ArcGIS Pro 3.3.1, use the Geodatabase output type.
