Additional Information

It is strongly recommended to store locators in a file folder. ArcGIS 10.4 is planned to be the last release of ArcGIS that supports storing locators in any geodatabase.

Workaround

Click OK on the 'Create address locator' wizard after receiving the error. The tool succeeds.
