Additional Information
The Paste and Paste Special work as expected when the map has focus. After running the Select Layer by Attribute, give focus to the map by choosing the map view. If the Contents pane has focus, copy and paste the copied layer. If the map has focus, copy and paste or paste special the copied selected features.
Workaround
Workflow in ArcGIS Pro 2.4
- Launch ArcGIS Pro 2.4.

- In the Map tab, click the Select tool, and select a feature in the map.
- In the Map tab > click Copy and click Paste > Paste Special.
- In the Paste Special dialog box, click the Layer tab, and select the feature class from the drop-down list.
