Bug

Entering the same word twice in the input address fields of a composite locator allows the locator to correctly geocode, but will list no candidates in the Rematch Addresses dialog box.

Unable to reproduce with 10.x locators in ArcGIS 10.3.1

Workaround

Make all of the words in the Input Address Fields section unique.
