Workaround

Workaround 1:

1. Delete the Network Dataset item that exists within the feature dataset.
2. Run the Delete Rows geoprocessing tool.
3. Re-create the Network Dataset and run the Build Network geoprocessing tool on the re-created network dataset.

Workaround 2:

1. Copy the feature dataset to a file geodatabase,
2. Run the Delete Rows geoprocessing tool on the feature class.
3. Run the Build Network geoprocessing tool on the network dataset.
4. Copy the feature dataset back into the enterprise geodatabase.
