Enabling the 'Allow export' option in ArcGIS Experience Builder changes the visibility of grouped layers.

Workaround

To disable export in ArcGIS Experience Builder:

In the Map widget pane, on the Action tab, click Data action and disable the Enable data action option.

This hides the export option but also disables other data actions, which is not ideal for cases where users need to export data or perform other actions.
