Unable to reproduce the issue with the latest version of Insights for ArcGIS in ArcGIS Online (released 09/18/2018).Workaround
If the Excel file is pulled in twice in the same workbook and location is enabled once on each, then the Excel file returns correct outputs.Steps to Reproduce
