Additional Information

This issue is not reproducible using ArcGIS Enterprise 10.9.1 deployment created using ArcGIS Cloud Builder for Azure. After creating the deployment, create a dashboard. Then, enable HTTP2 on the Azure Application Gateway used by the deployment as described in the following Microsoft documentation: https://learn.microsoft.com/en-us/azure/application-gateway/configuration-listeners#http2-support Access the dashboard and note that it loads as expected. If the issue persists when HTTP2 is enabled on the Azure Application Gateway used by ArcGIS Enterprise 10.9.1 deployment, please contact Esri Support Services for further investigation.

Workaround

This issue is not reproducible in ArcGIS Dashboards 11.0 when deployed with the Azure Gateway.

Disable the HTTP/2 protocols and restart the machine.
