Bug
Enabling attachments and GlobalID simultaneously in an enterprise geodatabase feature class returns the error message, "Unable to complete operation" when adding a new feature record with an attachment.

This is no longer an issue in ArcGIS Enterprise 11.2 or later when features are published using ArcGIS Pro 3.3.Workaround
The workaround involves enabling attachments before enabling Global IDs. To do this in ArcGIS Pro, right-click on the feature class in the Catalog pane, select Attachments, and click OK. This creates an attachment table and a relationship class that uses the Object ID as the primary key.
