This is the designed behavior. If we use the ‘Enable and disable editing from the edit tab' option, we will always be able to undo edits until the edit session ends and the edits are committed. As a point of comparison, ArcMap does not have the option to undo edits out of an edit session, so edits are automatically committed, unless an edit session is active, in which case edits can be undone. If you want to undo edits within an edit session in ArcGIS Pro, you can just use the undo button after running the tool.

Workaround

Firstly, we must stop the editing session and then when we disable the option 'Enable and disable editing from the edit tab' and use the calculate field, the Enable Undo option is available.
