Workaround

As of ArcGIS Pro 3.3, this be accomplished by copying properties from the source layer or table and pasting the properties to the destination layer or table. All properties (including charts) will be pasted to the destination layer or table. In ArcGIS Pro 3.4, it is possible to select specific properties to paste to the destination layer or table. This allows charts to be transferred without overwriting other properties.
