Enable Archiving fails and returns the error message, "This geodatabase does not support this client or operation" when using an enterprise geodatabase 11.1 or lower with ArcGIS Pro 3.2 or higher with Oracle 19c when enabled on traditionally versioned data.

Workaround
- Enable Archiving in a version of ArcGIS Pro lower than 3.2.
- Upgrade the geodatabase to ArcGIS Enterprise 11.2 or higher.
