Bug
Empty General Constraints sections are added to the Resource > Constraints and Metadata > Constraints pages in the ArcGIS metadata editor when new Legal and Security Constraints sections are added. This causes validation errors to appear inappropriately for some metadata styles. Removing the empty sections deletes any associated Legal or Security Constraints content.
