Additional Information

This is a duplicate of BUG-000141433, and it is fixed in ArcGIS Enterprise 10.9.

Workaround

  1. Right-click on the dashboard and reload the frame.
  2. Navigate directly to the ArcGIS Experience Builder URL instead of launching from Portal for ArcGIS, which forces the user to log in twice.
