ArcMap is in mature support. During this phase, functionality-based patches or hotfixes are no longer provided. Additionally, this behavior appears to be a regression in the operating system update. It may be resolved in a future Windows 11 update, but the bug will not be addressed in ArcMap.Workaround
Uninstalling KB5066835 and reverting the system to Windows 11 Version 24H2 (OS Build 26100.6584) resolves the issue.
