Edit permissions are set when the layer is first accessed in a map. These permissions are used to block editing in ArcGIS Pro prior to attempting to send edit requests to the server. This is done for performance reasons so that requests are not sent to the server that is expected to fail. If permissions are changed on the service during a session of ArcGIS Pro, users must save the project, close ArcGIS Pro and reopen ArcGIS Pro to see the new permissions reflected in the editing behaviour. Note that a service owner, Portal for ArcGIS or ArcGIS Server admin can edit all data in a service regardless of the current edit settings on the layer(s). This is the scenario happening in the reproducible case for this bug. If users are not connected as the admin or the owner of the services and remove permissions in the service in ArcGIS Pro, the edits fail.
