This issue is to be fixed in the next Map Viewer Beta release (December).
Workaround
The steps above always reproduce this issue, however, workarounds are inconsistent:
Potential solution 1:
- Remove one of the sub-layers from the group layer.
- Editing should now be enabled.
- Add it back into the same group layer.
- Sometimes editing stays enabled.
Potential solution 2:
- Remove the layers from the group layer.
- Add another (completely separate) editable feature layer to the map.
- Recreate the group layer, adding the original 3 sub-layers one at a time.
- Sometimes editing stays enabled
