Editing a survey in the ArcGIS Survey123 web app in an incognito window does not work. An error message is returned on the top of the page, “Editing is not possible because the record specified by the globalId parameter cannot be accessed.” Editing the survey in the web app in a normal window works correctly. The results are the same when using Google Chrome, Microsoft Edge, and Mozilla Firefox. Adding a new point to the web map using the survey is not a problem in an incognito or private window.

When publishing a new survey in ArcGIS Survey123, the survey's feature layer is configured in a way that editors can only see their own features and cannot access or edit existing records by default. To allow anonymous users to edit all existing submissions, change the settings for the survey's feature layer to 'Editors can see all features' and 'Editors can edit all features'. Under the 'What access do anonymous editors (not signed in) have?' setting, select the 'The same as signed in authors' option. By configuring these settings, public users will be able to edit all features in this feature layer without signing in.
