Workaround
1- Use the Add CAD Fields tool to create the correct fields in the feature class. On the Add CAD Fields tool check the boxes for Entity Properties and Text Properties, uncheck all others. 2- Open the feature class in ArcMap. Use the Field Calculator to populate the TxtValue field with values from the appropriate field existing within the feature class for labels or text (e.g., Name field). 3- Populate the entire CadType field with the value "Text".4- Run the Export to CAD tool. Output to a new CAD file of the desired format.**If the user has an existing DWG with the required point and polyline features, check the box for Append to Existing Files. Then choose the existing DWG as the output. Ignore the yellow triangle with the exclamation point warning. Click OK. The output DWG feature dataset will contain an annotation layer.
