Additional Information

This issue will not be addressed in ArcMap, and is not reproducible in ArcGIS Pro. When using ArcGIS Pro, there is no limit on the number of characters in the ID field in the Generate Drive Time Areas geoprocessing tool, so the output features are always displayed in the correct order, even with very long ID values.
