Drag and drop a file geodatabase layer to an unopened database server geodatabase and the layer is removed from the file geodatabase and added to the ArcSDE geodatabase without the option to change the configuration keyword.

Workaround

Click the + sign on the newly created ArcSDE geodatabase and the functionality works correctly. Copy and paste or import and export can also be used.
