Downloading the map journal template from Portal for ArcGIS 10.3.1 does not contain all the necessary resources to deploy the application in a web server.

This is a known limit with Portal 10.3.1 it has been addressed in 10.4. Please use the workaround to resolve this problem.Workaround
1. Download the story maps template from GitHub instead. 2. Copy the 'tpl' and 'lib' folders from the GitHub zip file to the folder downloaded from Portal home page.Steps to Reproduce
