Additional Information

This issue is no longer reproducible when downloading offline map areas containing Esri basemaps hosted in https://tiledbasemaps.arcgis.com in any of the field apps such as ArcGIS Collector and ArcGIS Field Maps. This is due to a recent fix made to the process for how requests are being routed to the different tiled basemaps servers for processing the jobs to generate the tiled packages, and for how the app is retrieving those tiled packages during the download process. Essentially the field apps are unable to retrieve the tiled packages from the servers the request is being routed to, explaining the 'invalid URL' error message.

Workaround

Use https://redlands2-tiledbasemaps.arcgis.com/arcgis/rest/services/World_Imagery/MapServer or do not store credentials when adding the URL to Portal.
