Workaround
- Create and use raster tile packages.
- Add an Esri basemap from ArcGIS Online to the web map. Refer to: Take web maps offline—Portal for ArcGIS | Documentation for ArcGIS Enterprise
- Upgrade to ArcGIS Enterprise 11.3.
