Downloading an Esri basemap using Collector for ArcGIS on Windows allows users to set a map detail scale and apply resampling for tiles that do not exist in the basemap.

Additional Information

This issue is not reproducible in Collector for ArcGIS (Windows) version 18.0.2.

Workaround

Zoom out or create a tile package of the data to use as the basemap and side load it onto the device for additional scales.
