Downloading a web map to Collector for ArcGIS for offline editing does not bring down existing attachments for second-level related tables.

Additional Information
Collector Classic for ArcGIS (Android, iOS) has been retired and is no longer being updated. Esri recommends the ArcGIS Field Maps app as an alternative to Collector Classic as it combines the functionality of Classic Collector, Explorer, and Tracker. Note this issue does not apply to ArcGIS Collector.Workaround
Right-click the feature class and click Manage > Delete Attachments. The service in Collector for ArcGIS offline mode shows attachments for all three tables.
