Double-clicking to activate a City Engine 2012 .respc file, fails the activation because the Software Authorization Wizard launched is not the City Engine wizard, but is instead the Desktop wizard.

CityEngine 2013 and Desktop 10.2 will not see this issue. Potentially need to follow workaround for CityEngine 2012 with Desktop 10.2.Workaround
1. Perform authorization via ArcGIS Administrator > Esri City Engine > Authorize. 2. Provide the authorize.respc file to the wizard that lauches.Steps to Reproduce
