Documentation regarding the migration from ArcGIS Pro 2.x to ArcGIS Pro 3.x does not mention that starting from ArcGIS Pro 3.x versions, it is not supported for the Publisher or Administrator connection when ArcGIS Server communication is set to HTTP Only.

This issue is addressed in ArcGIS Pro version 3.6

Workaround

  1. In the Server Administrator Directory, under the Security Configuration section, select the Protocol drop-down and change the HTTP Only to HTTP and HTTPS.
  2. In ArcGIS Pro 3.2, in the Insert tab, select Project Group > Connections drop-down > Server > Add New ArcGIS Server.
  3. In the splash window, connect with the URL of the ArcGIS Server, Username and Password and check Connections Files.
  4. Upon receiving a security alert message, click YES.
  5. In the Catalog Pane, select the Project tab > Servers folder and right-click the new server connections. Click on Properties, and the option to choose between connections is available.
