Workaround

  • Create web maps in ArcGIS Map Viewer Classic with the Bing road, aerial, and hybrid basemaps. Refer to https://doc.arcgis.com/en/arcgis-online/reference/add-layers.htm#ESRI_SECTION2_758AE7D53057403FB9CA27FCABE174CA for more information.
  • Save to a basemap gallery group that can be used in ArcGIS Map Viewer.
