Workaround

1. In the HTML code, add '&zoom=false' and save the changes to the HTML file. 2. Open the HTML file. The web map shows up without the zoom control, as shown below: "http://ess.maps.arcgis.com/apps/Embed/index.html?webmap=25bd492bccf5479a958e0af3069cc12b&extent=-106.4906,40.0006,-103.8346,41.2554&scale=false&disable_scroll=false&theme=light&zoom=false"></iframe></div>
