Disabling the sync capability on a hosted feature layer deletes the replicas in the REST endpoint but are hidden in the ArcGIS Online Content page.

Additional Information

Disabling sync does not clean up offline packages associated with offline map areas, it simply clears the replica metadata. Offline map areas have to be deleted through Manage Offline Areas from Settings on the web map's item page.
