Bug
Disabling the options of public data collection, feature layer editing, and export data of publicly shared feature layers and web maps prevents viewers from downloading data from ArcGIS Online. However, the feature layers and/or web maps are accessible to download if searched from the Portal tab in the ArcGIS Pro Catalog pane, granting viewers the accessibility to copy features and export data.
