Bug
DGN files containing cells which are linked to other cells, outside the extent of the data, causes ArcToolBox and ArcCatalog to crash when attempting to convert to geodatabase using the Import from CAD Tool.

Workaround
If the valid features from the CAD file are selected in ArcMap, those features can be exported to a geodatabase feature class, or a shapefile, and the cells that are in the wrong place do not convert.Steps to Reproduce
