Despite being shared publicly, the Category Gallery in ArcGIS Instant Apps cannot be opened without logging in to Portal for ArcGIS.

This issue is resolved in the new ArcGIS Enterprise 11 which is set to release in late July 2022.Workaround
Navigate to the content directly and not through Category Gallery.
