Bug
Description fields set in a Python toolbox are not detected by the Service Editor Analyze tool, causing ERROR 001242: Tool is missing item description summary', and preventing publication until the description value is modified by the user.

Additional Information
This is as designed. The Tags and Summary fields of the original script tool ( not PYT) are both empty. 1. When you share from the ArcGIS Pro GUI, the Tags and Summary fields must be completed before publishing from the sharing pane. Note: when adding the text to the Tags and Summary fields in the ArcGIS Pro sharing pane GUI, it is not added to the original tool. 2. When publishing with the script, the original tool's metadata Tags and Summary is still empty. User must manually add it by performing the following steps: (1) Right-click the tool (2) Click the 'Edit Metadata' button to open the metadata pane. (3) Add some text in Tags and Summary field. (4) Save the metadata editor and close it. Then, user can publish using the script without the error.Workaround
The only way to fix this is to manually edit the tool's Item Description.
- Open ArcMap.
- Make a folder connection to the folder where the Tool.pyt is saved.
- Right-click Tool.pyt and Item Description.
- Add Item Description.
