Issue was resolved by AWS on July 3rd, 2025.Workaround
Customers upgrading should revert to their previous version and restore from a backup. This defect has been created to provide Esri customers with a notification as to when this issue will be resolved. Esri Product Development is reliant on a solution from AWS to resolve this issue and is working closely on a resolution.
