Additional Information

ArcGIS Maps SDKs expect a maximum of one of each of the utility network layers in the map. Otherwise, issues may occur with viewing, tracing, and editing. When duplicated utility network layers are included in the map in ArcGIS Field Maps, it is expected that there will be issues in these areas.

Workaround

Continue investigating the error message, as it is misleading since the deletion is successful. To avoid this error, remove the duplicated non-editable layer. Alternatively, publish a second read-only utility network service that references the same editable utility network. Editing can be disabled at the service level in ArcGIS Server Manager. Adding this as a layer to a web map alongside the editable layer does not return the error message.
