Additional Information

For technical and performance-related reasons, a picture reference can be seen the second time a project is opened. If you resave the project, either as a new project or just update the existing project file, the reference is removed entirely.

Workaround

Save the ArcGIS project as a new (.aprx) project file or save the (.aprx) project file again and reopen.
