The definition query in ArcGIS Pro version 2.8x does not display all values in the selected field when the data type is Text or Double.

Workaround

  1. In the definition query, click 'New definition query'.
  2. Select the field and enable SQL.
  3. In the query box, type in the value, and click Apply.
  4. Click OK.
