Define Overviews tool creates an AMD_mosaicdatasetname_OVR table (sometime an AMD_mosaicdatasetname_CSL table as well) in SDE geodatabase with background geoprocessing enabled. The Build Overviews tool fails with 999999 error afterwards with the table present for ArcGIS 10 SP3.
