Additional Information

The default z-value is intended to be used with clients such as the web map viewer that cannot set z-values. Since ArcGIS Pro can be used to set z-values, use the z-value control when editing to set the z-value when creating features, and this will be honored. https://pro.arcgis.com/en/pro-app/latest/help/editing/specify-an-elevation-for-3d-features.htm
