Additional Information

This behavior is expected when trust for either a self-signed certificate (user created) or a default self-signed certificate (Enterprise default) is not configured. If utilizing self-signed certificates, following the steps laid out in either one of these two topics is advised to avoid potential failures. 1. Configure a user created self-signed certificate: https://enterprise.arcgis.com/en/server/11.4/administer/windows/configuring-https-using-a-self-signed-certificate.htm 2. Configure the default self-signed certificate: https://enterprise.arcgis.com/en/server/11.4/administer/windows/configuring-https-only-using-the-default-self-signed-certificate.htm The documentation is updated to include the information that geocoding utility services are unavailable without a configured self-signed certificate, or preferably, a valid CA certificate.

Workaround

  1. Import certificates that include Subject Alternative Names (SAN) for the DNS aliases of both the hosted ArcGIS Server and the geocode server, ensuring the certificates are issued by a trusted authority.
  2. Configure the certificate as the Web server SSL Certificate in the properties of the ArcGIS Server Administrator Directory for both the hosted ArcGIS Server and the geocode server.
