Known Limit
After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.
Additional Information
The Lucida font is sometimes not present on Windows machines, so the text gets rendered in Segoe font. The problem is planned to be fixed in the next major upgrade of Open Data, within the next 6-12 months.
Workaround
Alter the browser settings to display a user defined font, instead of the webpage default font. 1. Mozilla Firefox: Options > Content > Fonts & Colors > Advanced > uncheck the option for Allow pages to choose their own fonts, instead of my selections above. > OK. https://support.mozilla.org/en-US/kb/settings-for-web-content-pop-ups-fonts-languages?redirectlocale=en-US&redirectslug=Options+window+-+Content+panel#w_fonts-dialog 2. Internet Explorer: Settings > Internet Options > General Tab > Accessibility > check to Ignore font styles specified on web pages. http://windows.microsoft.com/en-us/windows/change-webpage-colors-fonts#1TC=windows-7 3. Google Chrome: Alter the User Style Sheet in the User Profile using Custom.css. https://productforums.google.com/forum/#!topic/chrome/Y8TkB5JmMEI
