Additional Information
Duplicate of BUG-000138646: The current solution to this issue is to:
- set the service's Time Zone to Unknown from ArcGIS Server Manager app

Please note:
- This is only supported for map and feature services that you publish from ArcGIS Pro on 10.9 or above ArcGIS Server.
- not supported for hosted feature services
- Only newer clients
such as ArcGIS Pro 2.7 (or above), JS API 4.21+ and MapViewer (with Sept, 2021 release) will support this
- ArcGIS Enterprise MapViewer should have this support with the release that follows 10.9.1
Workaround
Recalculate all the database date or time values into UTC time.
